Yesterday, the Climate Prediction Center (CPC) issued their outlook for temperatures and precipitation for the month of July. The CPC does this on a monthly basis for full months, but they forecast for seasons, and give outlooks for 6-10 days and 8-14 days. The CPC looks at a variety of things for these extended outlooks, and they are the experts on such topics.
In the temperature map, the orange represents areas that are forecast to be above average for the timeframe, and the blue represents areas that are below average. In the precipitation map, regions within green are forecast to have above average precip, and the ones in brown are forecast to see below average precip.
