NOAA Updates Winter Forecast

The three month outlook by NOAA for December through February shows an above average chance at seeing below normal temperatures across the Ohio Valley with below normal precipitation. This is an update to a prior Winter forecast which showed near normal temperatures were likely across the area this winter.
